The clock speeds of a graphics card will increase, when needed, to meet the demands of the program you're running. Watching videos and surfing the web don't require much from a graphics card, so the clock speeds are automatically reduced. A graphics intense game will demand more from the card and the clock speeds will increase to meet the demands of the game. There's no point in running a card at higher, hotter clock speeds if you're not running a program that can take advantage of it.
That would be like driving cross country in first gear the whole way. The cars engine would be doing a lot of work with very little to show for it.
